Informatics’ Integrated Border Management System, InfoBorder, is an end-to-end solution for all Border Control Services that facilitate system integration and proactive collaboration with real time operations. InfoBorder was implemented at the Department of Immigration and Emigration (DIE) of Sri Lanka in 2002 (and several other countries subsequent to that) with the objective of automating the activities of Immigration Services.
InfoBorder Passport enrollment and issuance module is one of the main modules implemented at DIE, Sri Lanka. But with increased threats of identity theft and duplicate enrollments along with the need to accurately authenticate applicant identities; DIE has introduced Biometric based verification to this module with the help of IOM funding.
By introducing Digital Finger Print Image Capture, the Biometric based verification process will be implemented at DIE. The two-phase implementation project will include ISO compliant fingerprint enrollment process followed by implementation of the search facility for Biometric based verification and de-duplication at the enrollment process. The digital fingerprints (all ten) of the applicant will be captured and used to guarantee single identity and enrollment. The fingerprints will be captured to meet international standards with subsequent plans to upgrade into a full-scale Biometric compliant travel document and issuance system. The project is deemed to be highly challenging due to the complexity in changes that will occur concurrent to implementation.
